BILL PROPOSALS

The following are summaries of some of the Bills I intend to develop and sponsor.  This list is not all inclusive.  These are proposals intended to improve the general welfare of the people, just like it was intended to be done! 
 
 
1.  Independence Days of Celebration and Civics Act. We need to set a time to celebrate our independence, our way of life, and our symbols to promote a harmony between citizens, Federal, State and County governments and businesses.  My intent is to promote unity and freedom in order for us to work together as a more perfect union, that we solve our issues, innovate and live more harmoniously as U.S. Citizens. I intend to promote American Spirit.  For more information on this bill proposition, click here 4th of July 3 Day Federal Holiday.  (We need a renewal in American Spirit, pride and teach civics.  We need to unite the people to ensure our Country and its heritage is passed to our children)
 
2.  Community Healthcare Reform Act.  If a government run Health Care Bill passess....Repeal the Bill.  Write a bill that seeks to lower health care by freeing up competition between companies by enforcing anti-trust laws and removing any territory contracts.  Pursue a sensible table of benefit costs that make sense.  Help reduce capitalization costs by having "limited community assets" where some of the costs are reduced by having community ownership in some of the plant property of the ancillary services.  Restructure the business model of the Insurance Company and Hospital Company putting them into the free market with rules regarding co-mingling of interests.  Create a market of clinics by pursuing and credentialing Foreign Medical Graduates (Foreign Medical Graduates does not mean non-citizens) who meet and pass the credentialing standards.  Create a matching Community Scholarship/Graduate Education Repayment and Stipend Fund for a year for year service contract for resident Physicians, Nurses and ancillary providers.  If nothing has been done yet about the fraud effecting our Medicare/Medicaide services, create the opportunities for small private auditing companies to be paid a percentage of the fraud claims recovered with reporting requirements to Congress and Better Business Bureau which will be required to publish such fraud reports in the local paper.  Ban pre-existing condition exclusions.  ( We have nearly 30 million without health care and many more paying higher than needed costs.  Lets work this issue and make it affordable for everyone, not just one select group.  As well, we need to keep it profitable, viable yet affordable.)
 
3.  No Exclusion/Closed Doors Negotiation Act.  I want to sponsor a Bill that dictates how a bill cannot be negotiated, once it is introduced on the floor of the Congress, wether in the House of Representatives or Senate.  Basic idea as follows:  When a bill is introduced onto the floor of the Congress, said bill cannot be negotiated to gain passage behind closed doors of either house while excluding any other member of the House or Senate.  No duly elected Representative or Senator shall be disadvantaged, to represent the people they were elected by, of any State in order to negotiate an advantage to any other State, Representative or Senator by way of exclusion and or preferential representation.  If a Bill has been introduced onto the floor and a group of Representatives or Senators want to discuss a bill in exclusion, then the house effected must either return the bill to committee or the house be recessesed without vote and such meeting cannot take place within the halls of Congress but must take place elsewhere.  Otherwise, the bill is to be debated on the floor in the open. (I believe it unconstitutional for any one person, party, state to benefit more greatly from a bill than another based on closed door deal making.)
 
4.  Heavy Highway Use Tax Re-alignment Act.  I  want to reduce the Heavy Highway Tax for Owner Operators and Trucking Companies by changing the 2290 to a triannual tax and assess a $1.00 charge to license plate registration for off years for automobiles.  This tax must be used exclusively for improvements in our inter and intrastate road systems.  (Excludes funding for roads that lead nowhere)  I believe, since we all use the road, we can share the cost of this tax.  The benefit I am striving for is reducing the carrier costs of goods that will in turn leverage lower retail prices across the board and increase carrier competition.  Thus, benefiting the consumer by lowering the cost of products, which would save them more than the cost of $1.00 or more over the year.  As well, $1.00 dollar per year per plate, will help improve the road system with more dollars being realized across the board for improvements to our road systems to benefit drivers and creating jobs.  I am leveraging taxes to save you money, improve the economy and keep the roads maintained!  ( Our road systems were built based on a 50 yr use life, more than 50 percent of our systems are at the 40 yr mark.  Our road system is vital to our economy and sustainability and with our current economic crisis at all government levels roads are not being maintained or receiving the "patch and pray" method of repair.  We need action, maintainance and real solutions.)
 
5.  Todd/Consumer/Transporters Relief Act.  This is a bill I would like to sponsor and help write.  It is an original idea put forth by Paul Todd, Author of Industry of Thieves, and I feel it is relevant and proposes to help remove some of the layers of "power and control" costs that burdens our so called "Free Market" within the transportation and logistics markets which influence CONSUMER PRICES!  I want to base this on Mr. Todd's ideas and couple it with a few I have and through our consultation, make a good bill to benefit our Country!
I will sponsor a bill that will enforce anti-trust laws and introduce a standard contract between shippers of goods, Brokers/Freight Agents/Lease Companies and Carriers.  This contract will disclose the cost of doing business by indicating the "cost per mile", fuel surcharge/FSC, the percentage + 1% of commission to Brokers/Freight Agents/Lease Companies, and commission by Carrier.  It will include designating a percentage of costs for lumpers and pallets and assign fuel surcharges and FSC to the carrier/lease Company or for whoever actually pays for the fuel. Certain vital contract  information be transmitted via a "automated interface", built by government ISD, for transmission to both DOT and IRS for compliance.   This bill will be written with the intention of providing a common sense profit for the transportation parties concerned and cut consumer costs and promote a healthy economy.  The 1% designated in the Broker/Freight Agent commission will be broken down as follows .10% for the "Automated System" fees, .25 paying federal deficit and or surplas for small business startups, .25 Social Security Fund, .20 DOT, .10 IRS and .10 Small Business Administration. (It will be expected and is our goal to save each Consumer $100-400 per month.  What is the impact?  Ok, to be modest, lets just take $100 saved per month x 12 x number of Consumers....that is the impact I am working for!  People with buying power, businesses profiting and paying the national debt or adding to a surplas, money to help shoreup SSN, money to help pay for the cost of monitoring the mandate.  That is how you leverage a bill!  Good Job Mr. Paul Todd! A small business solution that lowers the cost of living!
